The European Centre for Minority Issues (Flensburg, Germany), jointly with The School of Politics, International Studies and Philosophy at Queen’s University Belfast, and the Department of Central & Eastern European Studies, University of Glasgow call upon interested scholars to participate in a multidisciplinary conference on the challenges of Non Territorial Autonomy (NTA) in a world of nation-states.

Cultural diversity is the norm in a world of nation-states. A recurrent problem is how to organise what are in fact, multi-ethnic and multi-nation states so that majorities and minorities are able to coexist and effectively participate in the life of the state, bolstering allegiance without suffering cultural alienation and without resorting to territorial secession. Multicultural liberal democracies sincerely champion equality and individual human rights, but often have considerable difficulties in accommodating culturally diverse minority communities. Territorial representation is only possible when minority communities inhabit a compact territorial space, yet in the majority of cases, minority communities do not reside compactly, making any territorial representation impossible. This situation often causes intractable problems for the functioning of democratic polities, and requiring modalities of non-territorial autonomy (NTA) as a solution.

The aim of this conference is to examine in theory, empirically and through the work of legal practitioners, the challenges, and possible solutions offered by different models of NTA for the effective participation of minorities in public life. Non-Territorial autonomy takes variety of different forms, such as Consociationalism and National Cultural Autonomy, but also forms of representation that de-territorialises self-determination, as in the case of indigenous communities, the juridical autonomy as with religious communities, or in the practice of some models of multiculturalism. We invite theoretical and comparative papers and case studies on NTA models that build upon theoretical consideration and/or consider empirical case studies.

The organising committee would like to welcome papers addressing the following issues:

* Can NTA serve the goals of European integration? Can such models be incorporated into the EU minority protection framework?
* Does NTA help resolve protracted territorial conflicts? Examples include, but are not limited to Bosnia, Kurdistan or Israel/Palestine?
* What are the limits and/or possibilities of implementing NTA models in liberal democracies?
* Can NTA models rejuvenate multiculturalism?
* Can models of NTA enhance the integration of Diasporas?
* What are the opportunities for Indigenous self-determination within the NTA framework?
* Can models of NTA help the effective participation of minorities in post-colonial states? And, can NTA models help eliminate the cultural residues of colonialism?

CONFERENCE ORGANISATION

We aim to attract innovative contributions that develop theoretical arguments while embedding these in the context of case studies, thus we particularly welcome early career scholars to apply. For more information on the conference see

* Please note that the organisers would like to limit the number of presenters to around 40, presenting in a total of 14 panels in simultaneous 2 hour slots of two or three panels over the two days of the conference.
* Plenary speakers will be nominated by early September and their names will appear in the conference web page.
* An optional conference dinner will take place on Friday 9 November 2012.
* The proceedings of the conference will be published in an edited volume.

EARLY CAREER TRAVEL GRANTS

We will be able to offer £400 travel/accommodation grant to between 8 and 10 paper givers to support early career scholars, i.e. doctoral students within six months of submission and the holders of PhDs, awarded after September 1 2009. The preference to access grants will be given to affiliates of institutions outside the EU, although relevance and innovation of the paper will principally inform the decision of the selection panel.

Summer School: Geopolitics of the Black Sea, Izmir, 7-13 September 2012‏


Gediz University, İzmir Political Science and Public Administration Department and International Relations Department is organizing a summer university titled “Geopolitics of the Black Sea” between 7th and 13th September 2012 in İzmir in collaboration with Centre international de formation européenne, France (CIFE). Main aim of the summer university is to bring together an international group of students with experts on the Black Sea politics and economics both from Turkey and Europe.

Topics that will be covered are: 1) the geographic aspects: the axis of the 3 seas, 2) the role of the Black Sea in relation with Mediterranean sea and Caspian seas, 3) economic aspects: cooperation & competition, commercial agreements, 4) the role of Turkey in the geopolitics of the Black Sea Region, 5) the European Neighbourhood Policy in the Black sea Region and frozen conflicts. Students successfully passing an exam will have the possibility to acquire (4) ECTS academic credits.

The Centre for Advanced Study Sofia (CAS Sofia) announces a Call for Applications for its 2013/2014 In-Residence Advanced Academia Fellowships for fundamental research in the fields of the humanities and the social sciences.

OBJECTIVE

CAS Sofia is an independent Institute with international and multidisciplinary profile. Located in Sofia, Bulgaria, it promotes high-level scholarship in the social sciences and the humanities. In addition to supporting focus-group research, CAS Sofia invites outstanding scholars to pursue their individual research projects during in-residence periods of up to five months. The invited Fellows participate in the intellectual life and the scholarly community of the Centre (Bulgarian and foreign fellows) while working on projects of their own choice. Fellows receive adequate material and intellectual support and can profit from the Centre's wide international networks, international seminar- and guest-lecturer programme. CAS Sofia assists Fellows in all practical matters concerning travel, residence and research in Sofia.

FORMAT

For the academic year 2013/2014 CAS Sofia provides in-residence fellowships of two- to five- month duration to post-doctoral non-Bulgarian researchers. Junior as well as Senior scholars are invited to apply.

The selected Fellows are entitled to:
A monthly stipend of 700 euro (liable to 10% income tax) to cover living expenses related to the stay in Sofia.
Accommodation in Sofia, comprising living quarters and working space. The Fellows will also have free access to the CAS library and electronic resources/databases.
Travel allowance (400 euro)

Aristoteles Workshop Association (AWA) welcomes all who share our interest in documentary filmmaking as a vital, ongoing dialogue with the past, present and future. We are looking for people with talent, passion, commitment, a voice of their own, and, above all, the ability to collaborate. Our courses are designed for people with previous film and/or video experience. AWA is a training and development center dedicated to foster a new generation of creative documentary filmmakers in Central and Eastern Europe.

In 2012, its sixth edition, AW is being supported, for the second time in a row, by MEDIA - the Continuous Education Programme of the European Union, by TV ARTE and by the Romanian Cultural Institute.
16 participants will be selected on the basis of a dossier (credentials, demo reels, and recommendations). Participants should express an avid interest in learning and doing television the ARTE way. The ideal composition of the group is that of young documentary filmmakers, writers, producers, directors, DPs, and editors.

Professional training that encourages the independent spirit, innovation, and creative risk-taking is provided by the most proeminent leaders in the field.

Fees
There is a €500 participation fee, which covers accommodations and use of the HD production and post production equipment for the full length of the workshop.

ICR Award

At the end of the stage, the Romanian Cultural Institute (ICR) will grant a 2,000 € award for the team that will present the best documentary. The prize will be awarded based on the proposal of an international jury, composed out of film specialists, journalists and social scientists.
As a symbol of creative excellence, each participant will receive a diploma certifying completion. Most likely, the documentary films will be aired on the participant’s country television stations.

Entries should be postmarked by June 20th , 2012. All entrants will receive notification confirming receipt of their entry kit. Those selected will be informed via email by July 10, and they are to confirm participation no later than July 20th , 2012.

The Center for Cultural Diplomacy Studies has developed the Distance Learning department in order to offer and enable different programs to individuals who are interested in field of cultural diplomacy and related areas to have an opportunity to increase their knowledge and experience in this fascinating field. Each program includes four main courses, which are taught in our Masters and PhD programs. • To provide students with an in depth understanding of the theory and practice of international relations within the contemporary interdependent world placing a particular emphasis on cultural diplomacy within this framework
• To educate students about cultural diplomacy within the context of the political, economic and cultural pillars upon which sustainable international relations are based.
• To analyze soft power and hard power strategies within the international relations discourse in the recognition that each element is mutually important and compatible in what Prof. Joseph Nye has characterized as “smart power.”
• Since the Euro-Mediterranean is one of the most vibrant when it comes to both the need for cultural diplomacy and the application of cultural diplomacy, by focusing on this region, students will gain a valuable education that is transferable to any international context their future careers might take them. A comprehensive understanding of the theory, history and practice of Euro-Mediterranean Studies within the international relations field will lead to proper understanding and application of cultural diplomacy in both the Euro-Mediterranean context as well as in the global arena.
