Conference: ENLARGING THE TERRITORY OF CITIZENS’ PARTICIPATION 1-8 May 2012, Sofia

The National Student Confederation along with JEF and UEF-Bulgaria have the pleasure of inviting you to participate in the international seminar "Enlarging the Territory of Citizens’ Participation".

The development of a European Public Sphere is a key challenge in the EU integration process. Its structure and dimension influence the democratic quality and the social cohesion within EU.

The introduction of the citizens' initiative from April 1st 2012 will give a stronger voice to EU citizens by giving them the right to call directly on the Commission to bring forward new policy initiatives.It will add a new dimension to European democracy, complement the set of rights related to the citizenship of the Union and increase the public debate around European politics, helping to build a genuine European public space. Its implementation will reinforce citizens' and organised civil society's involvement in the shaping of EU policies.

The international seminar "Enlarging the Territory of Citizens’ Participation" to be held in Sofia from 1 to 8 May, 2012 will provide young people with knowledge and skills for active participation in the democratic life of the union. The political, social, economic and cultural aspects that the seminar addresses will contribute to shape a vision how to strengthen European democracy and reaffirm the concept of active European citizenship.

The participants will acquaint with all direct and indirect instruments of citizen involvement, from the European Citizens Initiative to the structured dialogue with civil society organizations and a modernized system of European Elections. The ideas and knowledge generated during the seminar can be used by every participant and be implemented at local level

Methodology:

Panel discussions, working groups, lectures, plenary sessions, simulation games and information market will be some of the methods used to debate these issues.

The rich social program will enable the participants to explore the night life in Sofia, enjoy a horse ride in Vitosha mountain (optional) and see the Rila Monastery, one of the most significant and picturesque monuments on the Balkans, part of the UNESCO book of world heritage.

For a forthcoming issue of the volume on essays on Spirituality of Balkan Women we invite contributions, either theoretically, empirically or practically oriented, and from various disciplinary perspectives that address the complex and dynamic question of the women's spirituality or the spirituality and its practice of women in Balkan (in context of increased cultural diversity that characterize contemporary societies).



Brief background issue:

The widespread perception that women are inferior to men, characteristic of so many religious teachings, has meant for a long time that women were excluded from the realms of spiritual authority and from the spiritual hierarchies of established religious institutions. Spirituality is often discussed in such general terms that no attention is given to either women or gender. If spiritual practice and understanding relate to all of life, then one of the most significant markers of human life is gender, and the difference it makes to spirituality. But gender perspective remains often hidden and unacknowledged in writings on spirituality. As in most other areas of life, men have usually defined what counts as spirituality, who can practice and teach it, who holds spiritual authority, and what the spiritual life is all about. Traditionally (in Western theology), spirituality has been the official prerogative of human males. It was primarily among men that spiritual disciplines were developed, taught, written down, and passed from one generation to the next. While women did have their own spiritual practices and devotions, they were usually of a more domestic, private and folk nature rather than being part of official religion. And this has had a deep impact on the spiritual lives of women. Our understanding of God, of ultimate reality in whatever form, and of ourselves as persons, is deeply interconnected. And we are always embodied selves patterned by different genders. Thus male and female approaches to spirituality have been profoundly influenced by their respective embodiments through which the life of the Spirit flows and express itself. Contemporary awareness of gender differences has given new expression to spiritual life and the flourishing of new spiritualities among women.

The new spirituality among women is sometimes described as »womanspirit« movement, or as spiritual and metaphysical feminism. This first emerged during the second phase of the women' s movement in the twentieth century. Contemporary women's spirituality is a tapestry of many strands. In its widest sense it means the spiritual quest and creativity of contemporary women, weather pursued in more traditionally religious or nontraditional, secular ways. Feminist spirituality is the reclaiming by women of the reality and power designated by »spirit«, but it is also a reclaiming of male power, of women's partaking in the Divine, and their right to participate in shaping the realm of spirit by fully participating in religion and culture. Women's spirituality combines the search for an embodied self, a balanced sense of subjectivity, with a new awareness of the power of the spirit. This finds expression in a new sense of community, and a new relationship to the whole environment of all living beings on earth.





We propose that contributions may wish to address the following questions but are by no means limited to them:

q women’s spirituality

q different forms of women’s spirituality that are present in contemporary Balkan religious sphere (institutional and non-institutional)



Papers are welcome of 6-8000 words (excluding footnotes and references) and shorter papers of 3-4000 words in which the authors present their views on one specific issue.



An abstract of the paper (100-150 words), in English should be submitted by 10. March 2012.

The German Diaspora in Eastern and Central Europe and the former Soviet Union

The German diaspora can be found in most Eastern and Central European states as well as in some of the successor states of the former Soviet Union. Ethnic German minorities have lived - and albeit in much reduced numbers still live - in Estonia, Latvia, Lithuania, Poland, the Czech Republic, Slovakia, Romania, Moldova, Ukraine, Serbia, Croatia, Hungary, Belarus, Georgia, Kazakhstan, Uzbekistan, Kyrgyzstan, Tajikistan and, of course, Russia.
During the Cold War - when the iron curtain ensured that only a relatively small number of these ethnic Germans were allowed to leave - West Germany's relationship with these communities focused on facilitating the migration of as many as possible to their alleged 'homeland'. Until the changes to Germany's citizenship laws in the 1980s and 1990s, three million ethnic Germans migrated from Eastern and Central Europe and the (former) Soviet Union. This mass exodus casts severe doubt over the continued existence and long-term survival of these communities.
The main aim of this workshop is to bring together contributions which focus on the state of the German diaspora in Eastern and Central Europe and the former Soviet Union in the wake of the mass migration of the late 1980s and early 1990s. In particular, we invite contributions which - by way of individual or comparative case studies -

- assess the state of the German diaspora as a transnational
community in the aftermath of mass migration;
- identify and examine notions of Germanness in these communities as
they have emerged in the post-Cold War context;
- examine state-diaspora relations that have emerged in the post-Cold
War world between Germany and these ethnic communities in the postcommunist world;
- identify and assess the significance of any new developments such
as the phenomenon of 'reverse return';
- identify any generational differences in perceptions and
expressions of Germanness and examine to what extent the narrative of suffering is being replaced by other notions of belonging and/or cultural practices;
- explore the importance of history and memory to these communities;
- investigate the relationship between the émigré communities and the
rump communities in the former homeland, as well as between Germany and these states in ECE and the FSU;
- examine the relationship between German communities abroad and
their 'host' states
- analyse the nature of the relationship between German communities
abroad and other ethnic groups

These two IUC courses, which form part of the programme on Social Work Theories and Practice, will be held in Dubrovnik at the same time in 2012. ‘Reconnecting the Global and the Local?: Social Policies, Social Work and Social Development in an Unequal World’




Course description:

Along with the Global agenda on social work and social development which was drafted in 2010, a number of international organisations have campaigned together in the ‘Social Protection Floor Initiative’. Through the initiative, developing and developed countries will be urged to address four key themes: the provision of a minimum income for all, an income for children, a social pension, and access to social services. As a response to the global economic and financial crisis, and the continuing growth of inter- and intra-country inequalities in wealth, power, and participation, the agenda and the initiative offer the possibility of going beyond residual approaches to social policy, and to address financing, capacity, and political will for a renewed commitment to social protection as a key to sustainable development. The European Union has embarked on an ambitious Europe 2020 strategy which aims, amongst other goals, to take 20 million people out of poverty and social exclusion by 2020. At the same time, new fiscal discipline and austerity measures threaten the very foundations of a European social model.





The course asks:

· What are the challenges posed by the ‘Social Protection Floor Initiative’ initiative, and by more general debates in global social policy, at regional (supranational), national, and local levels?

· How can innovations at the local level be scaled up to have maximum impact?

Course description:

The Global Agenda on social work and social development was drafted during 2010. One of the four framework areas it addresses is environmental sustainability, which includes involvement of local communities in developing relevant welfare responses. This and other challenges is set in the agenda as requiring engagement with local, national, regional and global bodies. Links with the UN and the Millennium Development Goals (MDGs) are stressed as relevant to enable analysis and consolidation of evidence for collective advocacy. However, the role of supranational bodies such as UN, World Bank, the international development organisations and national governments and local communities on issues that concern social work and social welfare is neither straightforward nor simple. This year’s course invites papers that explore the complex relationship between local community needs and involvement of the communities to develop relevant welfare responses with such international interventions and agendas – particularly from the perspective of reclaiming social work as a political action, as stated in the draft Global Agenda. It will also explore the meaning of initiatives and activism such as that witnessed during the "Arab spring", "European Summer" or "Occupy Wall Street" for the role of social work in achieving community development and social justice. As an example of community response to the challenge of global economic crisis and reduction of social rights concepts of local and ethnic economy in communities and other local community initiatives will be discussed.



The courses encourage broad reflections from teachers, researchers and practitioners on the importance of connecting and reconnecting the global and the local in social policy and social work.

Description: This Summer School is organized by the Institute for Euroregional Studies Oradea-Debrecen, with the support of the European Commission through the Jean Monnet Programme. For seven days, participants will be offered both theoretical courses and interactive debates on issues regarding the relations between majority and minority, and field applications in the Transylvanian area. The activities will include visits to settlements and regions with wide ethno-religious diversity, and also to some traditional Romanian, Hungarian, German or Roma communities. The Summer School has on its programme visits to specific Transylvanian objects of cultural heritage [from churches and monasteries of wood, and stone, to the fortresses (Sighisoara, Râşnov, Deva), castles, palaces (Bran Castle, Peleş - The Romanian Kings' Castle of Sinaia, but also to touristic sites like the Palace of the "Roma International King" Cioaba of Sibiu), the museum of Transylvanian villages (ASTRA Folk Civilisation Museum in Sibiu), and so on]. A particular emphasis is placed on: capturing the relations between the Romanian/Orthodox majority and the minority communities; the daily life of these communities; the specificity of traditional Transylvanian mountain and plain villages of all ethnic groups in Transylvania.  

The Summer School fee is 150 ? (covering for all organizing expenses and related materials, equipment, courses, hotel, meals and transport incurred during the summer school). Please note that the transport expenses to and from the summer school will be covered by the participants.

The official languages of the activities will be English and Romanian (we will provide simultaneous interpretation).

Participants should be postgraduate students (preferably MA, PhD student or young researchers) interested in exploring the issues of Gender, Queer, Cultural Studies, Visual Arts and Humanities and related Studies.
Participants from all countries are eligible to participate.
Tuition fee: 600 euro.

The British Council and the Social Science Research Council are pleased to announce the launch of Our Shared Past, a collaborative grants program to encourage new approaches to world history curriculum and curricular content design in Europe, the Middle East, North Africa, and North America. Our Shared Past is premised on the notion that many of the categories used to frame and teach world history -- civilizations, nations, religions, and regions -- occlude as much as they reveal. Although there have been successful attempts at incorporating recent historical scholarship in world history writing, the core of world history instruction continues to be shaped by civilizational, national, and regional narratives that emphasize discrete civilizations and traditions frequently set at odds with one another at the expense of historical and material connections and continuities.

Our Shared Past grants will promote the development of international scholarly communities committed to analyzing history curriculum and reframing the teaching of world history through the identification of new scholarship and the development of new curricular content that illustrate shared cultural, economic, military, religious, social, and scientific networks and practices as well as shared global norms and values that inform world history and society.

Our Shared Past is a program of the British Council and the Social Science Research Council with support provided by Carnegie Corporation of New York.

Eligibility
Grants will be made to research teams or research centers on US university campuses, including, but not limited to, Title VI National Resource Centers. While we especially encourage research teams/consortia that include partner institutions from the United Kingdom and/or the Middle East/North Africa region, the principal investigator must be based at a US university.

Funding Priorities
Funds are available to projects that develop robust networks of faculty who possess the expertise to study existing world history curriculum (K-14, i.e., at pre-collegiate and collegiate levels) in a specific national or regional setting and who are positioned to propose alternative curriculum design based on that scholarship.

Priority consideration will be given to applicants with a demonstrated ability to reform curriculum design and identify partner organizations/individuals that can help to put scholarly content or specific recommendations in the hands of educators and policymakers who can influence curriculum reform at national and local levels. In the case of public events, this may include identifying non-university partners who can successfully draw appropriate audiences to the theme as well as partners who will disseminate research findings strategically.
